Technical Project Manager / Scrum Master
In this role, you will primarily serve as Project Manager for a major application development project for a state government client, overseeing the efforts of a team of company and subcontractor developers. Additionally, you will be expected to oversee one or more smaller projects and matrix across company functional lanes to support business development activities and corporate strategic initiatives. JOB SCOPE AND RESPONSIBILITIES
The ideal candidate for this position meets the requirements of the position, is personable, and able to effectively manage projects, and staff resources. Experience with Government professional contracts is a must. Excellent oral and written English communications skills, and interpersonal communication skills are an absolute necessity.
Core Responsibilities:
- Core project management activities to include: documenting, identifying, and mitigating risk and issues; ensuring successful completion of project tasks; analyzing items that require escalation; and reviewing and ensuring delivery of quality deliverables; project and company reporting; negotiating tasks and issues with the client, and solves problems; creating and managing project schedule and tasks; and keeping senior management apprised of project performance and issues
- Client relationship management includes actively fostering relationships and gaining trust
- Responsible for oversight and direct management of a major application development effort in support of our state government client
- Direct project resources ranging from Aretum staff, subcontractors, and staffing agency personnel to meet project and client requirements
- Serve as resource manager with responsibilities for staff career development, approve leave, manage performance issues, and other people management tasks
- Hold formal and informal meetings with project teams, and client leads, and stakeholders
- Serve as Scrum Master facilitating the Agile Scrum methodology
- Assist in the development of writing and preparation of documents for project and business development activities (e.g., sprint reports, status reports, presentation slides, staff resumes for client submissions, meeting materials, etc.)
- Support other management needs as identified
- Support proposal development efforts
Requirements
Must be flexible, able to work in a highly collaborative environment, and work independently and collaboratively as needed. Must be able to multi-task. Excellent verbal and written English communication skills and superior interpersonal skills are a must.
Required Qualifications and Experience
Technical/Functional Skills and Experience
- 5+ years of project management experience directly related to application software development
- Experience with managing Agile, Scrum, or other rapid application development teams to deliver technology solutions that meet customer expectations.
- Demonstrated experience managing people and different projects to include tracking the schedule, identifying issues, resolving issues and/or recommending solutions to Manager, administrative management of staff to include conducting reviews
- Demonstrated experience working in a consulting services environment in a client-facing role
- Solid understanding and experience with government contracting, and contract and project management
- Demonstrated experience mentoring junior project managers and technical staff on career growth and development, and manager-level staff on management skills.
- Experience creating and presenting an array of technical and non-technical information to small and large groups of employees, partners, and clients; and demonstrated experience presenting to senior-level client teams.
- Strong agile development experience including the use of tools such as JIRA, Confluence, etc.

PREFERRED EXPERIENCE
- 2+ years federal contracting experience
- Scrum Master experience
- Ability to develop and deliver presentations to client stakeholders and deliver training
EDUCATION
- Undergraduate Degree highly desired but can be substituted with 4 additional years of experience
- Active CSM, SMC, or SAFe Certification is preferred but not required.
OTHER REQUIREMENTS
- Work location is remote with the potential of infrequent travel to the Midwest area
- US Citizen or individual with authorization to work in the U.S. (No C2C; sponsorship of individuals is not feasible)
- Background and credit check is necessary
