Senior OSP Permit Specialist

Utilities One is seeking a Senior OSP Permit Specialist to lead permitting operations for large-scale telecom infrastructure projects nationwide.

As a senior member of our Engineering & Permitting team, you will drive permitting strategy, manage multi-jurisdictional approvals, and ensure seamless project delivery across multiple states. You’ll collaborate closely with engineering, construction, GIS, and legal teams, while maintaining strong relationships with municipalities, DOTs, and joint-use authorities.

Responsibilities

  • Lead and manage the end-to-end permitting lifecycle for complex OSP projects, including DOT, ROW, pole attachment, traffic control, and railroad permits;
  • Develop and execute permitting strategies to minimize delays and ensure timely approvals;
  • Coordinate with local, state, and federal permitting agencies to facilitate communication, resolve issues, and maintain compliance;
  • Oversee preparation and quality control of permit packages, including GIS data, KMZ files, site plans, and engineering drawings;
  • Review and validate Pole Loading Analysis (PLA) and Make-Ready Engineering (MRE) documentation to ensure structural and regulatory compliance;
  • Maintain permit tracking systems to monitor submission statuses, deadlines, expirations, and escalations;
  • Provide mentorship and guidance to junior permitting staff; review their work and assist with training;
  • Participate in cross-functional planning meetings to identify permitting risks and recommend proactive solutions;
  • Collaborate with legal, compliance, and client representatives on complex permit requirements involving railroad, environmental, or historical considerations.

Requirements

  • Minimum 5 years of OSP/fiber or utility permitting experience, including multi-jurisdictional applications;
  • Proven track record working directly with permitting agencies at city, county, and state levels;
  • Strong knowledge of joint-use policies, NESC standards, municipal codes, and utility regulations;
  • Hands-on experience with PLA, MRE, and traffic control plan review or production;
  • Proficiency with permitting and project management software such as Smartsheet, Google Earth/KMZ, Excel, GIS platforms, and permit tracking systems;
  • Excellent communication and leadership skills with the ability to manage competing deadlines and priorities.

Preferred Qualifications:

  • Experience with federally funded broadband programs such as BEAD or RDOF;
  • Familiarity with railroad, environmental, or historical preservation permitting processes;
  • Knowledge of GIS-based permitting and asset management tools like IQGeo, Vetro FiberMap, or ArcGIS.
