Policy and Strategy Specialist

At Activate Care, we’re on a mission to improve health equity and drive improved health outcomes across the country. Our Community Care Record platform, Care Link, enables healthcare and community organizations to coordinate care for populations challenged with health-related social needs (HRSN). Path Assist is our tech-enabled Community Health Worker program for addressing HRSN utilizing an evidence-based, structured intervention. Our goal is simple: address individuals’ unmet HRSNs, increase health confidence, improve self-efficacy, and reduce inappropriate healthcare spend.
Role Overview:
The Policy and Strategy Specialist is responsible for shaping and implementing policies and strategies that align with Medicaid and Medicare regulations and the company’s mission to provide quality services to Medicaid/Medicare recipients. This role involves analyzing policy changes, identifying strategic opportunities, and ensuring compliance with relevant laws and regulations. The person will have a deep understanding of publicly funded health care insurance, state Medicaid plans and waivers, and value-based purchasing.
Responsibilities:
- Support strategic planning for Activate Care by advising on state and federal health insurance markets and regulations:
- State Medicaid Plans and Medicaid managed care
- Medicare and Medicare Advantage, D-SNP plans
- State Waivers and pilots
- Centers for Medicare and Medicaid Innovation (CMMI) Programs
- Value-based payment and risk-based contracting
models - Quality measures for value-based purchasing
- Support Community Health Assessment and Equity projects:
- Oversee Medicaid Landscape work
- Prepare insights and analysis on state Medicaid population and policy before or during contracted work in new geographic regions.
- Support data team with secondary data analysis to supplement report
- Help ensure our CHEP recommendations are not duplicating efforts already underway and instead are leveraging existing policies or promoting new ones that are feasible to implement.
- Help us better understand which policies and programs have some flexibility at the state level and help clarify what is and is not feasible for a health plan to implement or change as it pertains to coverage and benefits
- States, through designated contractors, can establish Local Coverage Determinations (LCDs) that determine coverage for specific medical services or technologies under Medicare. Help us better understand this at the state level for each CHEP implementation.
- Sales and Marketing strategy
- Contribute to strategy regarding which markets and populations (e.g. Incarcerated reentry, Complex Medical and disabled, pregnant women and infants/children, etc.) to target
- Other duties as assigned.
Requirements
Qualifications & Skills:
- Master’s degree in healthcare policy, public health, healthcare administration, or a related field.
- Minimum of 3-5 years experience in healthcare policy
- Professional experience working with publicly funded insurance programs (Medicaid, Medicare, Medicare Advantage)
- Demonstrated knowledge of state Medicaid waivers and CMS Innovation priorities.
- Strong analytical and problem-solving skills
- Excellent communication and interpersonal skills,
- Ability to work collaboratively with diverse groups and independently/remotely, and advanced critical thinking skills.
- Ability to use logic and reasoning to assess and suggest alternative solutions or approaches to problems.
