Navarro Research and Engineering is recruiting a NEPA Expert Consultant.

Thise is a remote position part-time on an as needed basis.

This position will support the Department of Energy Office of Clean Energy Demonstrations (OCED). OCED is a multi-technology office responsible for overseeing more than $20B of investment in large scale demonstrations in emerging technologies such as clean hydrogen, carbon capture, advanced nuclear reactors, grid-scale energy storage, industrial emissions reductions as well as demonstrations in rural and socioeconomically disadvantaged regions. We are looking for individuals with a range of skills and interest in large-scale clean energy demonstration projects, particularly in renewable systems, carbon capture and removal, hydrogen, and nuclear energy technologies.

The NEPA Expert provides technical support in compliance with crosscutting environmental laws, regulations, policies, and guidance applicable to the preparation of NEPA documents and associated environmental reports. Uses the principles of biology, natural resources sciences, physical sciences, engineering, and related disciplines to draft and review documents and correspondence, review scientific data, make recommendations, resolve issues, and monitor outcomes.

Support OCED’s compliance with NEPA regulations and guidance.

Support OCED’s compliance with applicable cross-cutting statutes, regulations, and Executive Orders (EO) including,

  • Section 106 of the National Historic Preservation Act (NHPA), (ACHP)
  • Section 7 of the Endangered Species Act (ESA), (FWS)
  • Section 404 of the Clean Water Act (CWA), Clean Air Act (CAA), (EPA)
  • EO 13175-Consultation and Coordination with Indian Tribal Governments.

Assess the adequacy of environmental and health and safety plans submitted to OCED, esp. licenses, permits and regulations (OSHA).

Requirements

Requires a bachelor’s degree plus 8 years of related experience or a master’s degree plus 5 years of related experience.

Clean Energy experience desired but not required.

Due to the nature of the government contract requirements and/or clearances requirements, US citizenship is required.
