Director, Oral Health Programs

HealthEfficient is seeking a Director of Oral Health Programs to join its team. The Director of Oral Health Programs has the responsibility of supporting HealthEfficient members and clients in advancing and optimizing their oral health services. These efforts may include directly consulting with health centers and other providers; providing technical assistance and training to numerous members and clients at once; and developing and pursuing funded projects that engage health centers in a shared goal related to oral health. The Director also engages in policy initiatives related to oral health. The Director manages HealthEfficient’s oral health projects, including its federally funded “Improving Oral Health Integration” (IOHI) project. The Director role requires strong skills in practice facilitation, training, and project management, and the delivery of oral health services. This position requires excellent attention to detail and knowledge of health care systems and practice operations.
The Director of Oral Health Programs works closely with HealthEfficient’s Executive Director, Senior Directors, and other staff and project team members to carry out a vision and direction for oral health-related projects. This position is a full-time salaried position and reports directly to the Senior Director of Operations and Workforce Development, and indirectly to the Executive Director. This is a remote position, meaning you will work from home unless traveling to health centers, conferences, training, or other events. We prefer candidates that live in the Northeast United States (NY, NJ, CT, eastern PA, western MA) or the Mid-Atlantic region (DC/MD/VA) where many of our participating health centers are located.
HealthEfficient is a not-for-profit, mission-driven organization that provides supporting services to community health centers and other “safety net” primary care providers around the country. This position represents the opportunity to work with healthcare providers that serve some of the most vulnerable populations. The IOHI project is a highly visible, long-term, large scale oral health project – one of the largest programs of its kind in the country.
Responsibilities:
· Serve as a dental/oral health subject matter expert for IOHI grant project and other HealthEfficient oral health programs and projects.
· Develop, implement, and lead the data, analysis, and evaluation related to grant funded oral health projects and programs.
· Work with key personnel at HealthEfficient to build new oral health clinical quality improvement projects, programs, and services as a line of business, including dental operations optimization.
· Work with executive leadership to define strategy and success criteria for oral health programs.
· Conduct data collection, technical assistance, practice facilitation, training, and “coaching” of health center project teams.
· Work with the HealthEfficient partners, subcontractors, and partners, as needed, in project implementation.
· Use and develop templates, tools, and resources to provide health center support for oral health program development and implementation and dental operations optimization.
· Support the selection, implementation, and optimization of Health Information Technology (HIT) to support oral health program activities and dental operations with member health centers.
· Provide technical assistance to health centers on promising practices to achieve dental and oral health service delivery optimization.
· Design, develop, and oversee learning collaboratives related to oral health.
· Provide training and coordinate training of project teams by qualified experts.
· Identify and seek new partnership opportunities and funding opportunities to support implementation of oral health projects.
· Manage relationships with partners in the oral health domain.
· Prioritize, anticipate, and assess oral health needs of community health centers by identifying educational opportunities for improvement.
· Support health centers in documenting, assessing, and optimizing their oral health programs and dental operations in the context of grant projects and beyond.
· Proactively identify funding opportunities and develop proposals to fund and develop new projects.
· Write interim reports, final reports, and other documentation for project funders as required.
· Meet with project funders.
· Work intensively with health center teams participating in assigned oral health projects to refine delivery systems and identify best practice concepts.
· Aggregate and analyze project level qualitative and quantitative data for reporting purposes for participating health centers, funders, and HealthEfficient staff.
· Work with HealthEfficient’s senior staff and informatics resource personnel to develop and report on project metrics and additional performance measures.
· Perform other duties as assigned to fulfill HealthEfficient’s mission, including in areas not directly related to oral health as needed.
· Travel is approximately 20%, depending on time of year and level of work intensity, usually for 2-3 days at a time.
Requirements
· Dental education (e.g., DDS, DMD) and/or master’s degree (MPH, MPA, MBA, MHA, MS) in related field with a minimum of 5 years of experience in public health project design, management, and evaluation experience.
· Dental experience (either as an academic researcher, dentist, hygienist, or public health dental expert) is strongly desired. Candidates with clinical experience in oral health and dental operations are strongly preferred.
· Subject matter expertise in oral health, oral health integration, dental operations.
· Experience leading broad clinical quality improvement projects is a requirement. Experience leading federally funded or state-funded public health projects is a strong plus.
· Experience working with multiple partner organizations on long-term clinical quality improvement projects is strongly preferred.
· Interest in and knowledge of community health care, public health population health, and primary care, especially in/with Federally Qualified Health Centers is preferred.
· Ability to work collaboratively with health providers, staff, and external organizations.
· Strong written and oral communication and presentation skills, training/meeting facilitation skills are required.
· Must be willing to travel throughout New York State and the US as required. United States valid drivers’ license required.
· Solid relationship building and interpersonal skills.
· Ability and experience in managing a project team, including team members who are not direct reports within the organization, and/or who work for a different organization.
· Excellent writing, research, analytical and time management skills.
· Excellent time management skills, including multitasking and setting priorities on work assignments.
· Proficiency with Microsoft Word, Excel, PowerPoint, and Outlook, and online meeting technology such as Zoom or GoToMeeting. Microsoft Access, SQL Server, Tableau, SAS, or other database and analytical experience a plus.
· Ability to organize and coordinate various activities involved in research, “learning collaborative,” and/or demonstration project with multiple stakeholders.
· High degree of independence, flexibility, initiative, and commitment.
· Ability to work effectively with diverse populations both internally and externally.
· Demonstrated awareness and value of cultural competence.
· Effective and enthusiastic about working with diverse client groups with different capabilities.
